The Moray Council will be operating the National Entitlement Card Scheme from next Monday. That's my understanding but if anyone wants to correct that, please let me know.
It looks like we're heading circuitously towards a national identity card by a back door route. My own feeling is that too many people locally will be able to access a database full of personal information about card-holders.
